Ukraine’s newly launched Carpathian Eight (C8) initiative seeks to strengthen regional cooperation, but its practical objectives remain unclear. Speaking to Forbes Ukraine, Balázs Jarábik, founder of Minority Report and former Slovak diplomat, argues that the initiative was launched quickly, without sufficiently explaining what it is intended to achieve.
Jarábik also points to a deeper problem in Ukraine’s relations with its Central European neighbours: Kyiv’s tendency to address bilateral disputes by mobilising European institutions and larger Western powers. While direct access to Brussels, Berlin, Paris and Washington is valuable, the roads, railways and border crossings connecting Ukraine to Europe run through its neighbouring countries.
Making the C8 effective will therefore require more than high-level political declarations. Regular bilateral consultations, practical cross-border projects and compromises reached without unnecessary public pressure offer a more promising foundation for regional cooperation and Ukraine’s longer-term European integration.
