Who Speaks for Europe? (Op-ed)

In his regular column, Balázs Jarábik reflects on the debate over the reform of the European External Action Service (EEAS) and the broader question of how Europe defines and represents its strategic interests. Drawing on his experience working at the forefront of EU policy in Kyiv, he argues that the core challenge is not about individual leaders, but the absence of an institutional process capable of transforming Europe’s diverse national perspectives into a coherent strategy.

The analysis highlights that while unity became Europe’s greatest strength after Russia’s full-scale invasion of Ukraine, maintaining unity alone, often achieved by pressure and intimidation, cannot replace strategic debate. For the EU to become a more effective geopolitical actor, it must create space for different regional experiences and interests to be translated into common policy - not simply aligned around the loudest consensus.
