Balázs Jarábik is an award-winning analyst and decorated diplomat with 20 years of experience managing large-scale international development projects in his native Slovakia and Eastern Europe. Known for his work on the European Union's policy towards the post-Soviet space, he has been affiliated with the Carnegie Endowment for International Peace (2014–19), the European think tank FRIDE (2006–12), the Central European Policy Institute (Globsec), and the Institute for Human Sciences (IWM) as a Europe's Future Fellow (2022–23). His writings have appeared in publications such as Foreign Affairs, War on the Rocks, and POLITICO, where he has provided insights on key geopolitical developments including Russia's war in Ukraine. In addition to field-based research, Jarábik has practical experience in policy analysis and consulting. He served as Head of Policy, Analysis, and Coordination at the European Union Advisory Mission (EUAM) in Ukraine, seconded by the Slovak Ministry of Foreign Affairs, and advised the Ukrainian government on its European integration process. He also has extensive international development experience working on governance, rule of law, and democracy issues in Eastern Europe for the Pontis Foundation, Pact, Inc., and Dexis Consulting Group.
Dina Volynets is a strategic consultant, social change analyst, and certified coach with over 17 years of experience in governance, civil society, humanitarian response, impact business, and community-driven development in Ukraine and Belarus. She specializes in designing and facilitating complex change processes — from diagnosing systemic challenges to building values-driven strategies that deliver measurable, sustainable impact.
Dina is the creator of the Curly Management Framework, an approach to design values-driven strategies, projects, processes, and structures. Her approach integrates analytical rigor, human-centered design, and participatory methods to help leaders, organizations, and coalitions navigate uncertainty, align with their core values, and scale their impact without compromising integrity. She is the author of «Curly Management: How to perform without self-deception» book published in Ukraine in 2023.
Listed Sphere trainer, facilitator, and member of the International Association of Facilitators, Dina has led high-stakes strategic processes using methodologies such as Future Search, Open Space Technology, and Design Thinking. Her portfolio includes national-level capacity assessments, multi-stakeholder strategy design, and tailored coaching for civil society leaders, humanitarian actors, and cross-sector partnerships.
Fluent in Ukrainian, Russian, and English, Dina holds a Bachelor’s degree in Management of Organizations from Kyiv National Linguistic University. She currently serves as a Strategic Consultant supporting Minority Report’s work in Ukraine.
Peter Učeň is a consultant and policy analyst based in Slovakia, specializing in governance and capacity building for civic, political, and academic organizations. He studied political science at Comenius University in Bratislava, Central European University in Budapest, and the European University Institute in Florence. His academic focus includes populism, anti-establishment and radical politics, and the emergence of new political parties in Slovakia and East-Central Europe.
With nearly two decades of experience, Peter has managed international governance programs spanning sixteen countries across East-Central Europe, the Western Balkans, and the former Soviet Union. His expertise includes monitoring and evaluation of development interventions—skills he gained through extensive training and hands-on practice.
Today, Peter focuses on consulting as an evaluator and advisor, helping client organizations strengthen their monitoring and evaluation capacities. His work supports initiatives in governance, public interest advocacy, anti-corruption, and the rule of law.
